In Another Bank Scam, Amarinder Singh's Son-In-Law Among 11 Named By CBI

Hapur, Uttar Pradesh: Punjab Chief Minister Amarinder Singh's son-in-law is among the 11 persons accused of causing a loss of Rs 109 crore to the Oriental Bank of Commerce, the Central Bureau of Investigation (CBI) said. The probe agency has registered a case of fraud against Simbhaoli Sugars Limited -- a private sugar-manufacturing firm based in Uttar Pradesh's Simbhaoli -- its top officers, including the CMD, CFO, CEO and directors, and unknown bank officials.
Gurpal Singh, one of the deputy directors, is married to Captain Singh's daughter Jai Inder Kaur. Gurpal Singh is on the board of directors of eight companies in total. The CBI has charged them with criminal conspiracy and cheating.

Simbhaoli Sugars Limited was granted a loan of around Rs 150 crore in 2011, to finance over 5,700 sugarcane farmers under a Reserve Bank of India (RBI) scheme. The money, meant for farmers, was received between January and March 2012, but never reached them. It was allegedly diverted to the company account, CBI officials said. The account was declared a non-performing asset (NPA) in March 2015, and a fraud in June 2015.

However, months before the account was declared an NPA, the same bank financed another loan of Rs 110 crore to the sugar company under multiple banking arrangements to pay back the earlier loan. The second corporate loan, too, was declared an NPA in November 2016.

The Oriental Bank of Commerce registered a complaint against Simbhaoli Sugars Limited in November last year. The CBI, however, registered an FIR on Thursday. The agency raided eight locations related to the company on Sunday, including six in Delhi and one each in Hapur and Noida.

Pak Film Stars Pay Condolences To Bollywood Icon Sridevi

New Delhi: Pakistani film stars Rahat Fateh Ali Khan, Mahira Khan and Ali Zafar today condoled the death of Bollywood icon Sridevi, saying she will live in their hearts and memories forever.

"So grateful to have grown up and lived in the times of Sridevi. Thank you for the movies, thank you for the magic. You shall live on forever... Great artistes... we cry for them without ever really knowing them, we mourn them because they helped us know ourselves," Mahira Khan tweeted.

People from across the globe started their Sunday on a sad note with the news of the sudden death of Sridevi, 54, due to a cardiac arrest in Dubai. She died on Saturday.

Sridevi was in Dubai to attend the marriage function of actress Sonam Kapoor's cousin Mohit Marwah; her husband Boney Kapoor and younger daughter Khushi were also there.

Pakistani singer Rahat Fateh Ali Khan, who is facing a backlash for singing the song titled "Ishtehar" -- a soulful rendition -- for Indian film production "Welcome To New York", also condoled her death.

"My condolences to Boney Kapoorji and the Kapoor family. Deeply saddened to lose an icon like Srideviji," Mr Khan tweeted.

The actress is remembered for her performance in some of the iconic Bollywood films like "Mr India", "Nagina", "Sadma", "ChalBaaz", "Chandni" and "Khuda Gawah", among many others in different languages.

The Padma Shri recipient, who made a comeback to Bollywood in 2012 with "English Vinglish" after a long break of 15 years, was last seen in "Mom" in 2017.

Her "Mom" co-star Sajal Aly also wrote: "Lost my mom again". Sajal Aly was seen as her daughter in "Mom".

Pakistani actor Adnan Siddiqui, who played her onscreen husband in "Mom", wrote: "Life is so unpredictable. A lady with not just extreme talent but also a beautiful soul, Sri Devi Kapoor leaves us heavy hearted. So many memories attached while shooting 'Mom' with her, just a couple days back I met her at Boney Kapoor's nephew's wedding and who would have thought that it is the last time I am seeing her."

"I am still in a state of shock and out of words to describe my feeling! May her soul rest in eternal peace hereafter," he said.

Actor-singer Ali Zafar said she has left people with "great memories of joy and tears." Sharing an image with the actress on Instagram, Saba Qamar wrote: "R.I.P legend. We'll miss you."
Actor Imran Abbas was in shock. "The 'Sadma' of losing this ultimate superstar is heart wrenching. Her smile, beauty, acting, aura and those 'Nigahen' will be missed forever," wrote the actor, who has featured in Bollywood projects like "Ae Dil Hai Mushkil" and "Creature".

Mawra Hocane also said that Sridevi will "always have our hearts, grateful to have met the legend that you'll always be".

Her mortal remains are expected to be flown to Mumbai on a chartered flight for the last rites but the timing has not been confirmed yet.

Official's Assault Seems Premeditated, Says Court, Denying Bail To 2 MLAs

New Delhi: The assault on Delhi's top official at Monday's midnight meeting called by Chief Minister Arvind Kejriwal prima facie appeared to be the outcome of a "premeditated criminal conspiracy", a city court said on Friday, rejecting bail applications from the two AAP lawmakers, Amanatullah Khan and Prakash Jarwal, arrested in this case. According to news agency Press Trust of India, the court said this was a serious case and the two lawmakers could influence witnesses if released on bail.

But the court did not accept the police request either for custody of the two MLAs and sent them to Tihar jail. The Delhi Police had asked the magistrate to give them access to the lawmakers for two days for sustained questioning to get to the bottom of the assault case.

Metropolitan Magistrate Shefali Barnala Tondon said the court had already rejected this request once and the police had not come up with any new ground that could persuade the court to change its mind.

Ms Tondon was, however, as unsparing to the lawmakers when she ruled on their bail request.

"The circumstances if looked overall, prima facie point towards premeditated criminal conspiracy. Though bail is the rule and jail is an exception, however the applications of present applicants cannot be considered in a routine and casual manner, they being history-sheeters, the magistrate said, according to PTI.

The court said the allegations were "very serious" as it was alleged that the Chief Secretary was called for a meeting at Chief Minister Kejriwal's residence at an odd hour despite his reluctance and the lawmakers were alleged to have "assaulted, abused, manhandled and criminally intimidated" the top official.

The magistrate said the Chief Secretary Anshu Prakash's complaint had been corroborated by the medical report and the testimony of VK Jain, the chief minister's aide. "Hence, at this stage it cannot be looked with suspicion without any cogent reason or evidence to the contrary," the court ruled.

In Three Years, Punjab National Bank Reported 13 Frauds A Month

New Delhi: The 11,300 crore fraud in Punjab National bank (PNB), involving celebrity designer Nirav Modi, may have jolted the banking system, but the rot runs deep. PNB, the second biggest public sector bank in India, reported 471 cases of fraud between 2014-15 and 2016-17, according to the central government.
The number of fraud cases reported by government-run banks during the three financial years, as furnished by the Reserve Bank of India (RBI), stands at 8,622, said Minister of State for Finance Shiv Pratap Shukla in a written reply in Lok Sabha earlier this month.

There were 180 cases of fraud in PNB during 2014-15, Mr Shukla said in his reply dated February 2. The number of cases reported during the next fiscal stood at 131 but rose to 160 during 2016-17, the minister's reply said.

Of the 21 public sector banks, State Bank of India (SBI) that is India's biggest bank, saw the most number of fraud cases (893) in 2014-15. That number came down to 770 in the next financial year but rose to 803 in 2016-17, according to the minister's response.

Bank of Baroda comes next on the list, with 303 fraud cases in 2014-15. The number of such cases has shown a dip thereafter - 255 in 2015-16 and 224 in the next financial year.

While the cases of fraud remained high, action taken against bank employees found to be involved has taken a dip. According to the minister's reply in parliament, action was taken against 2,748 employees of government-run banks in 2015 for their involvement in fraud. That number came down to 1,994 in 2016. And 458 employees faced action between January and March 2017.

Public sector banks have a market share of 70 percent but the incidence of frauds in private banks is higher than that in government-run banks.  As many as 4,156 cases of fraud were found between 2014-15 and 2016-17 in private banks and action was taken against 568 employees, Mr Shukla said.

Centre Seeks Modification Of Supreme Court Direction On Appointment Of DGPs

New Delhi: The Supreme Court on Monday sought the response of the petitioner on the central government's plea seeking to be allowed empanelment of only those IPS officers, who have at least two years of service before their retirement, for selection to the post of Director General of Police in states.
The government has sought the modification of the top court's 2006 directions which says that any person selected to be the DGP of the state police will have a tenure of two years from the date of appointment irrespective of the age of superannuation.

Chief Justice Dipak Misra asked how can they modify their 2006 directions, as Attorney General KK Venugopal told the court that some states were violating one of the directions, either by making ad-hoc appointment to the post or by appointing IPS officers who continue to serve beyond their age of retirement at 60 years.

The bench of Chief Justice Misra, Justice AM Khanwilkar and Justice DY Chandrachud sought response from the petitioner-in-person and former Uttar Pradesh DGP Prakash Singh after Attorney General Venugopal urged the court to modify its 2006 directions.

The court posted the matter for hearing on April 4, as lawyer Prashant Bhushan opposed the plea saying that the plea for review of the 2006 directions has already been rejected by the court and what was being sought was another attempt for the recall of the order.

He said that the top court order clearly says that Union Public Service Commission will prepare a panel of three senior IPS officers for the states to choose one for appointment as DGP and irrespective of his age, he will continue to serve for two years.

Mr Bhushan cited the instance of the similar appointment of Director of the Central Bureau of Investigation (CBI) for a fixed term of minimum two years as he told the court about the gross violation of its 2006 directions on police reforms for last more than 11 years.

As he told the court that they have filed three petitions - in 2007, 2014 and 2015 - seeking initiation of contempt proceedings, amicus curiae Raju Ramachandran told the bench that high courts could be asked to set up a committee to monitor the implementation of 2006 directions on police reforms and could file their reports to the top court.

Indian Banks Association Discusses Punjab National Bank Fraud

Mumbai: The Indian Banks Association (IBA) today met on Saturday to discuss the Rs 11,400-crore scam at Punjab National Bank allegedly caused by the absconding diamond trader Nirav Modi and a clutch of his family-run companies.
The meeting was attended by senior officials of public and private sector lenders, sources said this evening.

Interestingly, the meeting, earlier scheduled to be held at the IBA headquarters in Cuffe Parade, south Mumbai, was changed at the last moment to the SBI headquarters at Nariman Point, apparently to avoid the media.

Among those present were Allahabad Bank managing director and chief executive and also IBA chairperson Usha Ananthasubramanian, Bank of India managing director and chief executive Dinabandhu Mohapatra, ICICI Bank chief financial officer N S Kannan and IBA deputy chief executive B Rajkumar.

"The discussion centred around how to recover the money (from those involved in the fraud)," said a banker without disclosing the details.

State-owned PNB has been rocked by a USD 1.77 billion scam where billionaire jeweller Nirav Modi allegedly acquired fraudulent letters of undertakings (LoUs) from the Brady House branch in south Mumbai to secure overseas credit from other lenders.

The other banks which have or have had exposure to the fraud include State Bank of India (over USD 221 million), Allahabad Bank and Axis Bank among others. Some overseas lenders are also believed to have had exposure to the fraud.

Law enforcement agencies are on the lookout for Nirav Modi and his family and also his uncle Mehul Choksi who heads the Gitanjali Group.

The ED claims to have recovered over Rs 5,400 crore worth of diamonds and bullion from the raids on Nirav Modi's enterprises since the scam came to light earlier this week.

Nirav Modi and his family members left the country in early January and are believed to be in New York.

The enforcement agencies have sought the Interpol help to trace the billionaire jewellery designer and bring him back to the country.

The external affairs ministry yesterday suspended with immediate effect the passports of the diamantaire and his business partner Mehul Choksi, both prime accused in the scam, for a month.

PM Narendra Modi To Hold Pariksha Par Charcha With Students In Delhi Today

New Delhi: Prime Minister Narendra Modi had wooed voters in 2014 with his Chai Pe Charcha campaign. And now he has shifted his gaze to students who are about to sit for their annual examination. As part of his Pariksha Par Charcha, an extension of his pet charcha theme, PM Modi will interact with lakhs students from across the country and address their examination-related concerns today at Talkatora Stadium in the national capital.

Students from Class 6 to 12 have been asked to watch its telecast on Doordarshan, All India Radio, YouTube and all government websites 12 noon onwards. They can also ask him questions and he would offer simple ways to de-stress.

The interactive session, also being dubbed as "Exam Ki Baat", has been organised days after the prime minister launched his book "Exam Warriors" that lists mantras to help students to stay calm before the examination.

The book is a collection of anecdotes from the prime minister's growing up years.

"Trying to become someone is a conventional path.... Take the road less travelled," he says in this self-help guide.

He also urges students to "be warriors, not worriers". "Treat exams like festivals" and "a happy mind is the secret of a good mark sheet" are among other suggestions.

The PM has often spoken about exam stress and tackled the subject in his radio talk, "Mann Ki Baat".

Last week, PM Modi had requested students to share their thoughts on pressure, anxiety related to examination and suggest ways de-stress on the Narendra Modi and MyGov app. The students were also encouraged to ask questions on Twitter using the hashtag #ExamWarriors.

PM Modi, who was "happy to see the wide range of comments and questions" tweeted, "Students, parents and teachers are also sharing their experiences, which is wonderful. Do keep writing on MyGov or the Open Forum on the NM Mobile App."

"Think Traffic Lights. Red Stops Development": PM Modi Tells Tripura

Agartala: With just three days to go for the elections in Tripura, Prime Minister Narendra Modi  added finishing touches to high-voltage election campaign of the BJP, which is out to oust the well-entrenched Left government in the state. Accusing the blocking development in the state, PM Modi said the party managed to rule the state for 25 years only because there was a Congress-led government at the Centre for much of it.
"They had a pact. In Delhi, they have dosti(friendship) and in Tripura they have kushti (wrestling)," the Prime Minister said. The lack of development in the state under the Left-regime, he said, was the reason why he received so much affection. As case in point, he cited the crowds at his rallies.

"I need to apologise since we could not accommodate people in the field. Today, from the helipad till this ground, I saw a human wall," PM Modi said in Agartala, where his second rally of the day was held.

Traffic single red light stops your speed in the same way the red flag Govt of Tripura has stopped the development. Development will only come when saffron and green light will come.

Can anyone from Tripura say development is really taking place? Red stops development as the red light stops cars at a traffic signal. For the lights to turn green, you  need saffron first," the Prime Minister said.

This was PM Modi's second visit to the state. On February 8, he had addressed a rally in Sonamura, where he had taken on the state's three-time Chief Minister Manik Sarkar.

Over the last months, the BJP had conducted a high-profile campaign, bringing in senior cabinet ministers and state Chief Ministers to the tiny northeaster state. Besides PM Modi, Union ministers Arun Jaitley, Rajnath Singh, BJP chief Amit Shah and Uttar Pradesh Chief Minister Yogi Adityanath have campaigned in the state.

The party already controls three of the eight northeastern states - Assam, Manipur and Arunachal Pradesh. This time, it hopes to win in all three states that are going to polls - Tripura, Meghalaya and Nagaland. Tripura will be its first effort to win over a non-Congress state, which is expected to provide a blueprint for the party's two big targets - Left-ruled Kerala and Mamata Banerjee's Bengal.

"Mohan Bhagwat Should Stand At LoC," Asaduddin Owaisi Targets RSS Chief

Hyderabad: Asaduddin Owaisi, the chief of All India Majlis-eIttehad-ul Muslimeen(AIMIM), on Tuesday slammed those who question the patriotism of Muslims as he referred to the Armymen from Kashmir who laid down their lives fighting Pakistani terrorists at Sunjuwan in Jammu.

The Hyderabad lawmaker also attacked the government for "not learning lessons" from terror attacks on army installations in the past.

The so-called "9 pm" nationalists (those who appear in prime time tv debates) question the nationalism of Muslims and Kashmiri Muslims, Mr Owaisi said in Hyderabad.

"In this (Sunjuwan attack) incident, five Kashmiri Muslims have laid down their lives. Why aren't you talking about it? This is a reminder to all those nationalists who question my integrity and the love for this country," the AIMIM chief said.

He said, "This (terror attack) is not the first incident which has happened in Sunjuwan. Earlier, in 2003, terrorists had killed our soldiers in Sunjuwan."

A group of Pakistan-based Jaish-e-Mohammad terrorists had struck the Sunjuwan military camp in Jammu early on Saturday, killing seven people.

"We have not learnt lessons from Uri, Pathankot and Nagrota (terror attacks)... we would like to know from the BJP government where the responsibility lies now?" Mr Owaisi asked.

He wondered if the attack on the Army camp was a failure of the Intelligence Bureau and said lessons must be learnt and responsibility fixed as this a "continuous pattern" which has to end.

Taking a dig at Prime Minister Narendra Modi over his foreign tours, the AIMIM chief said, "I am sure he is free now after his recent foreign tours. He is yet to tweet on this attack. What is happening to the talks of our NSA (national security advisor) and the Pakistan NSA which took place in Bangkok."

Referring to the Sunjuwan terror attack, Mr Owaisi said the "heinous act was committed by terrorists who came from a neighbouring country and no one can deny that".

"I condemn this attack. But we also have to know what are the answers from this government," he said.

To a question on Jammu and Kashmir Chief Minister Mehbooba Mufti making a fresh pitch for dialogue between India and Pakistan, Mr Owaisi said, "It is for the BJP to say, because you (BJP) are supporting Mufti. Your own supported CM is saying talks should happen."
"I want to know from the Union government headed by Prime Minister Modi what is your opinion on this," he said.

On RSS chief Mohan Bhagwat's remarksthat the Sangh could "prepare" a military force faster than the Army, Mr Owaisi said it was a "grave" statement.

"How can a cultural organisation train cadres as an army? Is he trying to say that they are (more) efficient than the Army? This statement has to be looked into very deeply.

"How is it that you are comparing your cadre with the Army? No cadre can be compared with our Indian Army... This is a very grave statement which has lot of messages, repercussions and ramifications," he said.

"Does he know what goes into the making of an Indian soldier and how bravely our soldiers are laying down their lives?" the lawmaker asked.

"In a lighter vein, if that is what he (Mohan Bhagwat) seriously believes, then he should lead and stand in front of the LoC and border," Mr Owaisi said

Ram Rajya Rath Yatra LIVE: Yogi Adityanath To Flag Off Procession From Ayodhya To Rameswaram

UN Aims To Help 3 Lakh Women Grab Business Opportunities Before 2020

Chennai : The United Nations (UN) is helping Indian women turn entrepreneurs and enabling them to tap international trade opportunities in the small and medium enterprises (SMEs) space.

The UN says its project, "She Trades", has managed to connect one million women entrepreneurs in the last couple of years. The UN aims to empower three million women around the world before 2020, of whom three lakh women will be from India.

The UN officials say there's been an amazing response from Indian women. In June this year, a delegation of women entrepreneurs from India will explore international trade opportunities at a meet in Liverpool, UK, facilitated by the International Trade Centre.

Arancha Gonzalez, UN Assistant Secretary General and Executive Director, International Trade Centre, who is working with the Commerce Ministry and trade bodies says, "One billion women are disconnected from the markets. They can contribute to the domestic growth. If we get the one billion women to work they are going to create an economy that in size would be US and China put together. We will be able to eradicate extreme poverty."

The mission, experts say, is fraught with similar challenges in different countries. More than 120 countries, they say, discriminate participation of women in economy. In many countries there's no equal pay for women doing the same job as men. Nor do women have access to credits that would allow them to grow beyond micro sectors.

Indian entrepreneurs, the International Trade Centre says, have a great opportunity in e-commerce, digital economy and services sector. There's tremendous scope for export, investment and trade opportunities particularly in countries like East Africa with a rising middle class population.

"The SMEs enhancing the quality of their products, the government lowering costs of doing business and reduced red tape before and beyond borders will put Indian entrepreneurs in good stead to explore and capture new frontiers in international trade," Ms Gonzalez says.

Congress May Reach Out To Naga People's Front For Tie-Up In Nagaland Polls

New Delhi: The Congress may reach out to the Naga People's Front (NPF) for an informal understanding in some seats for the February 27 Nagaland assembly polls, sources in the party said.
The Congress on Tuesday came out with its list of 23 candidates for elections to the 60-member Assembly. The state's ruling NPF has announced it will contest in 58 assembly segments.

The BJP has already tied up with the newly-formed Nagaland Democratic Progressive Party (NDPP) and has fielded candidates in 20 seats. The NDPP, led by former chief minister Neiphiu Rio, will have its candidates in 40 constituencies.

Today is the last date of filing nominations for the elections. The nominations can be withdrawn before February 12.

"The NPF has already declared candidates for almost all the seats. However, there is still time left for the candidates to withdraw nominations.

"We will try and reach out to the NPF leaders to have an understanding in some seats to take on the NDPP-BJP combine," a party leader said, requesting anonymity.

Till yesterday, 22 candidates from NPF, BJP, NDPP and JD (U) had filed their nominations.

Until about a week ago, nearly all political parties, including the Congress, had jointly decided against contesting the elections. This was in response to the demand by tribal organisations in the state for a solution to the protracted Naga political issue first.

However, that uncertainty is virtually over with candidates from various parties filing their nominations.

Kasganj Clashes: One More Accused Arrested In Chandan Gupta's Murder Case

Kasganj, Uttar Pradesh: Police today arrested one more person accused in the murder of Chandan Gupta in Kasganj, a senior official said.

"One of the accused persons in Chandan Gupta murder case - Salman, has been arrested. We have recovered a country-made pistol and two cartridges from him. The arrested accused is a resident of Mohalla Nawab of Kasganj," Superintendent of Police Piyush Srivastava said today.
Earlier, on January 31, the police claimed to have held Saleem, the prime accused in the Chandan Gupta murder case.

Subsequently, on February 3, one more person, Rahat, was arrested in connection with the killing.
Gupta was killed in communal violence that broke out in Kasganj on the Republic Day. He died of gunshot wounds. The killing led to a spiral of violence in the western UP town in which at least three shops, two buses and a car were torched.
The administration also cracked the whip on a WhatsApp group operating here.
"Police have registered cases under various sections of the IPC against WhatsApp group administrator Ram Singh for posting objectionable and communally inciting messages and pictures, and against group member Ajay Gupta for spreading enmity between people from two communities. A case has been registered against them at Ganjdudwara police station," District Magistrate RP Singh said.
The DM added that Ram Singh had been arrested while Ajay Gupta was absconding.
The police had got information that some people were posting objectionable and communally inciting messages and pictures on a WhatsApp group. Both, the accused group administrator and member are believed to be the residents of Ganjdudwara.
